Open Internet Disclosure Statement
The Federal Communications Commission (FCC), as part of its Final Open Internet Rules, requires fixed broadband Internet service providers to make available certain information related to the company's broadband Internet service so that consumers can make informed choices about the company's offerings, performance and acceptable use of the service. In accordance with the FCC's rules, SOCANNTEL is committed to providing its broadband data customers the very best high-speed Internet service via an open platform that can foster innovation, free expression, investment and economic growth. We do not restrict any specific application or discriminate between consumer's choice or their individual desires regarding the use of the service, so long as it is in compliance with the law and the terms and conditions of SOCANTEL's Internet Service Acceptable Use Policy and SOCANTEL's Internet DSL Access Service Agreement. SOCANTEL does not block or limit access to any lawful content, applications and services or limit the use of non-harmful devices by its customers. The company uses reasonable network management practices that are intended for the purpose of improving and benefiting our customer's experience in a non-discriminating manner. SOCANTEL does not intercede in the lawful transmission of network traffic regardless of the application or type of traffic being transmitted, except in instances when reasonably necessary to manage our network effectively.
The information provided herein may be revised or updated on occasion if SOCANTEL deems it necessary and appropriate. Also, the following information should be used and interpreted in conjunction with SOCANTEL's Internet Service Acceptable Use Policy and SOCANTEL's DSL Access Service Agreement, both of which are accessible via the company's website, www.socantel.net.
Network Management Practices
Network Bandwidth Congestion Management
Some network facilities and system resources in the SOCANTEL network used to provide broadband Internet Access Service are shared across the user base; therefore, it is possible that, at certain times, the network can become congested, which may have an impact on network performance and end user experience. SOCANTEL actively monitors various critical points in the network for excessive congestion, and if severe congestion occurs and is identified, SOCANTEL will take immediate remediation action to correct the problem.
Usage Limits
SOCANTEL does not currently limit usage or charge for usage on a monthly volume basis, except in instances as outlined in the company's Internet Service Acceptable Use Policy.
Application Bias
SOCANTEL does not discriminate, limit, block or monitor specific lawful applications, services, or types of usage by our customers at this time. SOCANTEL does not deploy deep packet inspection equipment and does not redirect, throttle and delay the transmission of any specific application.
Security
SOCANTEL is committed to providing a secure network to its customers and attempts to block or inhibit certain known threats, malware, spam and malicious ports and protocols for the protection of our customers.
End User Equipment
SOCANTEL does not limit or restrict the type equipment that subtends either SOCANTEL provided CPE or the customer-owned DSL modem or router, as long as the equipment is non-harmful or threatening to the network.

Privacy
SOCANTEL does not store any customer usage data or provide any customer specific usage information to third parties or persons outside the company. SOCANTEL does not perform inspection of customer content or usage data for non-network management purposes, except to the extent required by applicable law.

Network Performance Characteristics
Speed
SOCANTEL's DSL Internet service offering includes various packages relating to download and upload speed tiers. The speed tiers are offered on an "up to" basis; whereby, the advertised speed is the maximum speed that will be achieved by the customer. The actual speed will depend upon several factors including, but not limited to, network congestion, network latency, the performance of the customer's computer, the type and nature of connection between the customer's computer and the modem in the home and the path or routing manner of the packets as they traverse the Internet. SOCANTEL customers can test their speed by using a speedtest on the company's website at http://speedtest.socantel.net or various commercial speed testing sites including
http://www.broadband.gov/qualitytest. Speed tests generally have inherent flaws and biases and are best used for informational purposes or as a general guide of network connection speed and may not reflect the actual network performance. Latency
Latency is the delay or lag time in the transmission of data packets through a network. High latency can cause problems in applications that require quick, real-time communication.
